Haemata supported Inland Revenue | Te Tari Taake to design and facilitate engagement to co-develop organisational behaviour descriptors grounded in te ao Māori following the organisation’s transformation programme.

The Opportunity
Following a business transformation process, Inland Revenue | Te Tari Taake sought to clarify how values and behaviours would guide the way people work across the organisation.
There was an opportunity to simplify the existing landscape of frameworks and create a shared set of descriptors that reflected a diverse workforce while supporting stronger cultural capability and the Māori Crown relationship.
Our Response
Haemata supported the design and delivery of an inclusive engagement process grounded in tikanga Māori and collaborative co-design.
Wānanga were held across the country, alongside online forums, leadership discussions and staff engagement opportunities. These sessions created space for staff to share perspectives on the behaviours that should guide how the organisation works.
Insights from the engagement process informed the development of a new set of organisational descriptors designed to be embedded through learning programmes, leadership development and organisational induction.
The Outcome
The initiative helped Inland Revenue | Te Tari Taake define a clearer set of behaviours to guide how people work across the organisation.
The engagement process also created opportunities for staff to strengthen their understanding of te ao Māori concepts and their relevance to organisational practice.
The Conclusion
This work supported Inland Revenue | Te Tari Taake to define how organisational values and behaviours are expressed in practice. By grounding the process in collaboration and te ao Māori principles, the initiative strengthened cultural capability and shared understanding across the organisation.
