Haemata partnered with the Reserve Bank of New Zealand | Te Pūtea Matua to deliver a blended cultural capability programme supporting Te Tiriti o Waitangi commitments, combining facilitated workshops, staff storytelling, and four Te Kete eLearning modules.

The Opportunity
As kaitiaki of Aotearoa New Zealand’s financial system, The Reserve Bank New Zealand | Te Pūtea Matua recognised that achieving its purpose depends on strong relationships with Māori and the Māori economy. Te Tiriti o Waitangi provides the constitutional and legal foundation for this work.
To give effect to its Te Tiriti Statement and organisational strategy, the Reserve Bank | Te Pūtea Matua focused on building staff understanding of Te Tiriti principles, tikanga Māori, and te ao Māori, and on embedding Māori outcomes into its policies, systems, and culture.
Our Response
Haemata designed and delivered a cultural capability programme with multiple elements, tailored to the Reserve Bank of New Zealand | Te Pūtea Matua context and Te Tiriti o Waitangi commitments.
Delivery included:
- Facilitated face-to-face workshops introducing tikanga, values-based behaviours, and practical application through real workplace case studies and guided discussion
- Staff voice capture, working alongside the Reserve Bank of New Zealand to reflect on lived experiences of supporting Te Ao Māori and Te Tiriti commitments
- Development of four Te Kete eLearning assets.
The Outcome
The programme strengthened staff understanding of Te Tiriti o Waitangi and te ao Māori foundations, and supported the Reserve Bank of New Zealand | Te Pūtea Matua to build capability for applying these commitments in everyday roles and team practices. Workshops were delivered and Te Kete eLearning modules were completed, providing a scalable learning resource to support ongoing organisational development and future capability uplift.
The Conclusion
This project supported the Reserve Bank of New Zealand to strengthen cultural capability in alignment with its Te Tiriti Statement and strategic direction. Through a blended programme grounded in tikanga, Te Tiriti understanding, and practical workplace application, Haemata helped build internal confidence and capability to better connect with Māori and the Māori economy. This work contributes to embedding Māori outcomes across the organisation’s culture, systems, and ways of working, supporting long-term impact beyond the delivery period.
