Cultural Capability Support
Haemata partnered with the Medical Sciences Secretariat to strengthen its organisational responsiveness to Te Tiriti o Waitangi, delivering a sustained, scalable approach to cultural capability that supports both leadership and regulatory practice.

The Opportunity
The Medical Sciences Secretariat (MSS) provides business support services to two health responsible authorities: the Medical Sciences Council of New Zealand (MSC) and the Medical Radiation Technologists Board (MRTB).
MSS sought targeted cultural advice and support to strengthen organisational responsiveness to Te Tiriti o Waitangi and te ao Māori within a regulatory environment. They required a practical, sustainable approach that could provide both strategic guidance for leadership and tailored support across policies, learning, and organisational development.
Our Response
Haemata proposed a lean, scalable support model, which was accepted and is still in place in its fourth year. The approach provides both executive-level support and organisational capability development, aligned to MSS needs.
The Outcome
Haemata’s ongoing partnership with MSS has strengthened cultural capability and leadership confidence across the organisation and its regulatory responsibilities.
The Conclusion
This project demonstrates our ability to provide sustained, adaptable cultural capability support at both strategic and operational levels. Through a lean model and trusted executive partnership, MSS has been supported to strengthen Te Tiriti responsiveness, build internal confidence, and establish enduring Māori advisory structures that will continue to shape regulatory practice over time.
